Section 4: modularity and repeatability: note that we are working with
Decapod to contain costs and to avoid duplication of effort.

Section 5: this is a second stage effort.  OCR technology is already
developed.  The issue now is to get it delivered cheaply and reliably
into as many hands as possible.
